Cybersecurity & Data Protection Chair John Carlin will moderate a panel, “Surveillance for Sale: The Use and Abuse of Commercial Spyware,” on the main stage at the 2025 Aspen Cyber Summit. Hosted by Aspen Digital, a policy program of the Aspen Institute, the summit brings together global cybersecurity and national security experts, government officials, business leaders and nonprofit advocates. The panel will explore the increasing use of commercial spyware by non-state groups and the implications for the cybersecurity community. Panelists will examine the threat landscape, recent legal developments, implications for democracy and human rights, and the pros and cons of policy and legal frameworks to curb misuse.
